£14.6M LEVI capital fund for EV charger rollout across West Midlands
Opportunity snapshot
Estimated value
£14.6m
Evidence
West Midlands Combined Authority is procuring EV charging infrastructure across 5 lots under the LEVI Capital Fund, worth £14.60M. The tender covers on-street charging solutions including streetlight integration, standalone units, and higher-powered charging for residents without off-street parking.
This is a major LEVI-funded concession opportunity for CPOs to establish long-term charging networks across the West Midlands. The 5-lot structure allows specialists to target specific technologies (streetlight integration, minimal-impact solutions, higher-power charging) whilst the concession model offers revenue-generating operational contracts rather than just supply deals.

E.g., Bollard / Pedestal / Wall Mounted charger, which is visible whilst not in use. AC Charging between 5kW and 25kW.
Charging devices mounted on or integrated within streetlighting columns, standalone above ground assets using an electricity supply from an adjacent streetlighting column or equivalent electricity supply source (e.g., telecoms box), and, by exception, standalone above ground assets with a dedicated electricity supply co-located with any or all of the above. AC Charging between 5kW and 25kW.
Charging equipment which does not protrude more than 2.5cm above ground level when not in use or is otherwise integrated into other street furniture or civil engineering structures, such that its presence does not present an additional visual or physical obstacle to highway users (including pedestrians) when not in use. Includes both inductive charging and ordinarily concealed conductive charging. AC Charging between 5kW and 25kW and DC Charging with a power output of not less than 25kW.
Equipment with a DC power output of not less than 25kW.
Solutions with associated residential power supply connected AC charging equipment, which enable vehicles to be safely connected to a residential electricity supply whilst parked on-street or in a publicly owned communal / shared parking area. Solutions must not interfere with the ability of pedestrian and wheeled equipment using the public highway, including footpath.
