Plymouth City Council is procuring EV charge point operators through a £24.2M LEVI-funded concession to deliver on-street charging infrastructure for residents without off-street parking. The tender is split into two geographic lots of £12.1M each, covering different LSOA areas across Plymouth.
This represents a significant LEVI-funded opportunity for CPOs to secure long-term concession agreements in Plymouth's on-street charging market. The concession model means operators will own and operate the infrastructure, making this particularly attractive for established CPOs with operational capabilities. The geographic lot split allows for competitive positioning and potential market entry strategies.

Utilising funding from Department of Transport's LEVI project, and using a concession approach the Council is seeking to work with Electric Vehicle (EV) Charging Operators to deliver and manage publicly accessible EV charge points within Plymouth. The Council has split its requirement into two lots: Lot A - Charge Point Operator for Pedestal and/or Flush Fitting Chargers (LSOA Areas A) Lot B - Charge Point Operator for Pedestal and/or Flush Fitting Chargers (LSOA Areas B) Tenderers may bid for one or both Lot(s), but must complete the relevant ITT Return Document, required schedules and appendices for each Lot. The number of Lots that may be awarded to a Tenderer is limited to one. Tenders for each Lot must be independent of each other, and not reliant on being awarded both Lots. Additional information: With the option to extend by a further 12 months at the discretion of the Council.
