Evidence
Kent and Medway Mental Health NHS Trust has awarded EV charger installation at its Greenacres site to Stark Software International Ltd for £11,533.79, on a five year contract starting 1 October 2026. It was bought below threshold on limited competition, so there was never an open tender to enter. The full analysis covers what that buying route means if you sell into NHS estates, the framework positions the winner already held, why a five year term on an eleven thousand pound install is the detail worth noticing, and exactly what the one sentence specification does and does not commit to.
