Evidence
Welwyn Hatfield has renewed its two-car electric pool scheme with Co-Wheels Car Club, run through the CCS vehicle-hire framework. The full analysis names the winner and its track record across council car clubs, the framework route in, and is honest that no contract value is published for this one. Small, and already awarded, but a clear marker of who wins this kind of work.
