EV charging concession contract for Somerset Council
Submission deadline
13 Jun 2025
Evidence
Somerset Council's EV charging concession, about 16 years and 9 months long and reissued in May 2025 after a grid rule change opened up lamp-column charging, closed in June 2025 without an award. Somerset has since said its preferred supplier withdrew from the original LEVI tender. The full analysis explains what changed, how the concession was meant to work, and what to position for in the redesigned tender.

Concession contract for supply of Electric Vehicle Charging Infrastructure and Associated Services for Somerset Council. A tender for a concession contract for the supply of Electric Vehicle Charging Infrastructure and Associated Services for Somerset Council was published on 10 February 2025, FTS ref 2025/S 000-004293. National Grid (NGED), the principal Distribution Network Operator in Somerset, previously advised that the infrastructure and earthing requirements for connecting to the unmetered cable supply of existing lamp columns would prohibit the installation of chargepoints or satellite charging bollards in Somerset. In April, Somerset Council was informed about the introduction of the NGED Standard Document SD5F/1 which simplifies connections for both installers and distribution network operators. As a consequence of this advice the procedure for connecting multiple small low voltage connections (metered or unmetered) with a demand of up to 5.75 kVA, will now be permitted if the relevant demand criteria are met. Somerset Council has issued amendments to the documentation to reflect these changes, and the tender deadline has therefore been extended to 12 Noon, Friday 13 June 2025.
