Zero Emissions Delivery (ZED) Service for the London Borough of Waltham Forest

This prior information notice (PIN) is issued by the London Borough of Waltham Forest seeking an understanding of the market interest and to obtain market feedback in relation to the opportunity to provide a zero emissions delivery service in the London Borough of Waltham Forest and potentially also neighbouring boroughs. The primary focus of this market engagement is to better understand the market as well as any perceived risks and opportunities. Currently, we are looking for organisations that may be interested in this opportunity to identify themselves and express their interest as well as to take up the offer to meet with Council officers to provide feedback on market capacity. Waltham Forest was the first Council in the UK to facilitate the introduction of a zero emissions delivery service in its borough: ZED Waltham Forest. This service targets local businesses and first and last mile deliveries utilising cargo bikes, trikes, and electric vehicles to courier goods within the borough and beyond. The services to be provided under the proposed contract are for the delivery of goods using zero emission delivery cargo bikes and electric vans. It is proposed to undertake the procurement under the Concessions Contracts Regulations 2016 and award a services concessions contract for a period of 3 years with the option to extend for two consecutive periods of 12 months.
