Zero Carbon Consultancy and Delivery

The purpose of this notice is to generate interest from suppliers in order to establish a selection of services which public sector bodies (‘Participating Authorities’) can access to support their mission to reduce carbon emissions towards net-zero. A range of services will be covered by this arrangement, including but not limited to: site surveys, design, specification, supply and installation of technological solutions and management consultancy services for energy and sustainability. Any subsequent agreement may be segregated into lots as follows Lot 1: Surveying General energy surveys at individual sites or portfolio of sites to review building energy performance and propose energy reduction measures, including investment grade audits. Surveys to deliver compliance type surveys and audits including Display Energy Certificate and Energy Performance Certificates. Lot 2: Energy/sustainability management consultancy. These soft services support sustainability planning and delivery. Energy infrastructure planning application consultancy e.g. solar farms, battery parks, etc. Including environmental audits: — grid connection consultancy for renewable generation or ‘spill’; — vehicle fleet management/planning for low carbon alternatives; — specialist legal/financial/structural services around large carbon saving projects; — carbon offset and sequestration schemes consultancy; — net zero emissions buildings retrofit programme management; — renewable electricity and heat energy generation programme; — education and communications to encourage engagement and change amongst staff and/or Councillors; — supply chain and/or lifecycle carbon footprint analysis. Lot 3: Technological solutions consultancy. Feasibility studies, design and specification including production of specification to a standard required for a procurement exercise for the following technologies: — heat pump systems air/water/absorption,ground source; — District Heating schemes; — heat metering for District Heating; — rooftop Solar PV; — ground mounted solar PV farm; — solar thermal heating systems; — combined heat and power; — battery Storage standalone grid connected or behind the meter including microgrids; — building management systems and discrete controls; — biomass heating; — insulation of buildings and pipework; — solar PV canopy/EV chargepoint; — anaerobic digestion and bio digester specification; — hydro power (small and micro run of river); — HVAC system upgrade (fan/pump motor replacements, system rebalance, occupancy based control, boiler replacement).
