Workplace Travel Services

The contract is for the provision of a Workplace Travel scheme and comprises of three (3) separate ‘Lots’ or contracts, as detailed below: — Lot 1 Car Club Scheme: provision of a fully managed car club service for both corporate (staff) and residents, — Lot 2 Bike Club Scheme: provision of a fully managed electric bike club scheme for corporate (staff), — Lot 3 Electric Vehicle Charging Points: supply, installation, maintenance and operation of on-street, electric vehicle charging point infrastructure; and The car club scheme service shall be delivered via two (2) scheme types: A) Corporate (Staff) Car Club Scheme for the Authority (‘Corporate Scheme’). The corporate scheme shall include, but not be limited to: — exclusive hire of the Car Club Cars between 8:00 and 18:00 on normal Working Days (‘Corporate Hire Period’), for the Authority’s use only; — one (1) vehicle shall be supplied for twenty-four (24) hours, seven (7) days per week, every day of the year (including for the avoidance of doubt, public holidays and weekends) for sole use of the Authority’s staff, — full administrative management of the Authority’s account (excluding membership approvals and payment); and — free personal memberships for the Authority’s staff for the Public Car Club Scheme (defined below). B) Public Car Club Scheme ‘Public Scheme’. The Public Scheme shall include, but not be limited to: — public use of the corporate scheme vehicles, outside of the corporate hire period by members of the public within the London Borough of Redbridge, — a fully managed Public Car Club Service based within the London Borough of Redbridge available to members of the public and with zero or low emission vehicles available twenty-four (24) hours per day every day of the year (including, for the avoidance of doubt, public holidays and weekends), and — vehicles that may be booked for use by the Authority’s staff during the Corporate Hire Period on a first come, first served basis. Provision of an Electric Bike scheme for Council staff. The aim of this contract is to support the delivery of the workplace travel project to promote the uptake of electric vehicles. The provider shall supply, install, commission, operate, manage and maintain electric vehicle charging infrastructure (‘the System’) in the Borough during the contract period. The provider shall be aware that, as Highway Authority, the Authority shall continue to own and control the public highway where charging points are located. (a) provision of fast (between seven (7) and twenty-two (22) KWh) charging points (‘Charge Points’) to serve approximately fifteen (15) Car Club Bays; (b) provision of additional on-street Charge Points for use by residents and businesses; (c) commissioning, connection, installation, operation, maintenance, management and marketing of the system.
