Breakdown
Tower Hamlets has provisionally awarded a 15-year, roughly £15m concession for 23 EV charge points that carry built-in digital advertising screens, so advertising income helps fund the charging. The full analysis covers how that concession model works, why the £15m is operator revenue not council spend, where the supply-chain openings sit under the winning operator, and what the standstill means before the award to JOLT Charge is final.
