Description
Central Bedfordshire Council (CBC) has secured funding to construct a leisure facility serving the community of Leighton Buzzard and surrounding villages.
The new, state of the art Leisure Centre will comprise an 8-lane 25m community pool, a 10m x 16.6m Learner pool with movable floor (both in-situ concrete construction with tiled finish), splash pool, several multi-purpose studios, a spin studio, a 150-station fitness suite, consultation rooms, outdoor change facilities to serve the neighbouring sports pitches, and a large café, all of which will be designed in accordance with latest industry standards and Sport England requirements..
Externally the building will have all new hard landscaping, an entrance area, car / motorcycle / bicycle parking, EV charging points and coach drop off.
Form of Contract: The main contract will be let using JCTDB2016 with client amendments (which will be provided as part of the 1st stage tender). The successful Provider will receive a pre-construction agreement to work collaboratively with the Employer and their Team during the shortened pre-construction period through to execution of the main contract at which point the Architect and Structural Engineer will be novated to the Main Contractor.
Project Budget: The budget for the demolition and construction works is £21m including Main Contractor Design & Build Risk and inflation. Client-Side Professional Fees, Surveys and Loose FF&E are excluded from this figure.
The new building GIFA is 5225m2. The Project will be designed in accordance with Sport England guidance, and whilst the client has not yet sought funding from Sport England, it may do so.
Procurement Route - Two Stage
The project will be let on a 2-stage design and build (develop and construct) basis.
Design: The design is currently early RIBA Stage 3. RIBA Stage 4 design will continue at risk of planning approval, and the Employer's Requirements will be based on early Stage 4 information. The successful Main Contractor will then agree a package procurement strategy and list of tenderers with the Project Quantity Surveyor, prepare BoQ's and issue tender documents to their supply chain on an open book basis. All packages will need to demonstrate a degree of competition, with 3 tender returns per package being the required response. Proposed 2-stage tendering of significant sub-contract packages will not be permitted.
